Premium Plan Usability

With the Premium plan is Javascript usable at all and if my company and I were to try out Premium would we be able to upgrade to the Business plan at any time?

According to this support document https://en.support.wordpress.com/code/ JavaScript can’t be used here at WordPress.com due to security issues.
You can upgrade plans at any time and usually only pay the difference in cost between the two. A staff member in this thread is talking about upgrading to Premium but I’m sure the principal is the same:

That’s what people say yet you can get plugins that support Javascript. I guess that’s what I’m really asking about, if there are plugins available for Premium.

There are imminent changes happening at WordPress.com regarding plugins and the Business plan (but not the Premium plan). Perhaps if you say which plugins you are interested in using and add modlook to the tag box on the right then staff will be notified and they can give you more accurate advice.

Honestly I’m looking for the answer of whether WordPress.org or WordPress.com is better for what I’m trying to achieve. I’m trying to convince my employer to selfhost as opposed to going with any of the WordPress plans as I think they’re convoluted.
