  Hello,
  By purchasing a ‘Premium Theme’, do I have to purchase/update to a ‘Premium Plan’ in order to be able to modify the theme any way I wish?

  You cannot update any theme here at WordPress.COM where s Staff do all updates for us. https://en.support.wordpress.com/themes/premium-themes/

  You can do limited CSS editing only on WordPress.COM themes provided you have purchased the required upgrade.
