Premium Theme and WP Paid Account Premium or Business

I am looking to launch a blog using a Premium Theme http://publisherdemo.wordpress.com/ with my own domain. I was under the impression that “Word Press Premium” accounts supported Premium (Paid) Themes, but when reading the signup page it shows a red X on Premium Themes under the Premium paid account.
I am a bit confused, do I have to pay for the WP Business account to use a Premium Theme that I want to buy?

WordPress.com Premium does not include unlimited Premium Themes. The Business upgrade does provide that; however, if you are only looking into getting a particular theme, then you can purchase that separately. It would be a one time fee and you wouldn’t have to renew that annually. The Premium and Business upgrades are annual upgrades.

Thanks for the reply, not sure I completely understand your answer or if my question was not worded properly.
I am trying to buy just one Premium Theme, in this case “Publisher” and I wanted to buy a “Premium Word Press” account for the $99 a year price. That said, the way the Features/Pricing page on WP reads is that “Premium Themes” have a red “X” next to them, which makes me think you cant use a “Premium Theme” on a “Word Press Premium” account.

Sorry for the confusion. You can purchase the WordPress.com premium upgrade and a separate Premium Theme: Publisher. That would be $99/year for the Premium upgrade and $75 for the Premium Theme Publisher. You’d only have to pay that $75 once.
