  Hi there!

  Does a premium theme allow sign up form integration with constant contact
  and pay pal buttons to be embedded for simple sales?

  Does a premium theme allow sign up form integration with constant contact

  A premium theme won’t allow for the Constant Contact plugin. No sites hosted on WordPress.com will allow this.

  Your best bet in collecting email addresses for your site is with a WordPress.com contact form:
  http://en.support.wordpress.com/contact-form/

  Or, you can create your own widget that links to your sign up form on the Constant Contact webiste:
  http://en.support.wordpress.com/widgets/create-your-own-widget/

  and pay pal buttons to be embedded for simple sales?

  You can add PayPal links on WordPress.com sites if you are selling products or service made/provided by you. These would have to be single-use buttons, that would allow a visitor to click on a button, and complete a purchase (rather that add items to a cart).

  However, if you want a shopping cart on your site, you would have to upgrade to the Business package.

  If you find that you need tools that aren’t available here at WordPress.com, you might look into self-hosting your site on WordPress.org. Here’s information about the differences between WordPress.com and WordPress.org:
