Premium Themes in Premium Upgrade?

  If I upgrade from Free to Premium are the Premium Themes included or do I still need to purchase them?

  The blog I need help with is: (visible only to logged in users)

  Premium themes are not included in WordPress.com Premium, they must be purchased individually.

  WordPress.com Business comes with unlimited premium themes.

  Another question: In the upgrade to Premium, Custom Design is included. Can you tell me what this involves?
