I’m thinking of purchasing the Premium Upgrade. However, does the premium account allow me to download plug-ins and have an FTP site?
Does it allow me to change the CSS of my current theme? What about changing the HTML of my current theme?

No. Only managing a self-hosted site that is running a free, downloadable version of WordPress will allow you to add plugins and have FTP access.
Does it allow me to change the CSS of my current theme? What about changing the HTML of my current theme?
You will have access to adjust your theme’s CSS. You cannot change the theme’s HTML, but you can write HTML code within the content of your posts, pages, and widgets.

I understand there is a transfer price, but I can also transfer to a self-hosted site myself. Is it difficult to do? Will I lose any content or URL’s if I switch over to another server?

Jay, I don’t think you’ll have a difficult time with the transfer. My suggestion is to find a host that is WordPress friendly. Most of them are, but we do suggest these:
http://wordpress.org/hosting/You should also download a free copy of Jetpack and load it on the new server. That will make your transfer even more seamless. Plus if there are any WordPress.com features you like, you’ll be able to use many of them on your WordPress.org site.
http://jetpack.me/All you’ll need to do is install a theme on your new site, export all your content from your old site, and install into the new. You’ll want to keep in mind that media files transfer as attachments, rather than as individual files. This means, if you want them to transfer, they must be attached to a post or page. Otherwise, you’ll have to manually load them onto the new server.
