  If I upgrade to Premium am I able to install a theme I have locally?
  I’ve purchased Gaea (link below) and would like to use it for a wordpress.com site.

  Themes can only be activated on WordPress.com sites. Installing themes is not allowed on WordPress.com regardless of any upgrade due to security reasons. WordPress.com is a shared environment and all the millions of sites run off the same software.

  So only the approved themes available in the WordPress.com Theme Directory can be activated on WordPress.com sites.

  Gaea theme is not available in the Theme Directory so it can’t be used on WordPress.com. I suggest you get in touch with Theme Forest support, explain the situation and request refund. Good luck.
