Premium upgrade required for CSS theme edits

I used to be able to make slight edits in the theme CSS without having to buy the $30 upgrade. Is this no longer the case? Just want to make sure before I go purchase.

I just want to confirm that the Custom Design upgrade is, indeed, necessary for making changes to the CSS on your blog. If you have any other questions about this, please let me know!

You can make slight edits to many of the WordPress.com themes using the built in options or in the theme options if a theme has them, but to add custom CSS code, the Custom Design upgrade has always been required on WordPress.com.
If you can’t do some things you could before via the Appearance → Themes → Customize screen, it’s possible you are in “Try Now” mode. To get out of that, go to Appearance → Themes → Customize → Colors and click the “exit the preview” link in yellow at the top of the panel on the right.
