  I want to use the Premium theme Bloggy on wordpress.com for my website on wordpress.org, but I have heard mixed answers from people on if it is possible to do so or not.

  Note: Premium Themes that are licensed for WordPress.com use only cannot be transferred to self-hosted WordPress.org sites. Some Automattic-developed premium themes can be transferred to a self-hosted site at no charge, as part of a Guided Transfer. Please post in the premium theme forums if you’d like to know whether your theme qualifies.
