Preventing spam comments on images?

  Does WordPress.com offer an equivalent to the WordPress.org “Disable Comments” plugin (http://wordpress.org/plugins/disable-comments/installation/)? If so, could I install the plugin if I upgrade from free to custom design?

  The blog I need help with is: (visible only to logged in users)
