  I used custom HTML block but when previewing nothing is showing up

  WP.com: Yes
  Jetpack: No
  Correct account: Yes

  The blog I need help with is: (visible only to moderators and staff)

  Free sites and sites with a Starter or Explorer plan have limits to code that can be added. Restrictions are in place to ensure the safety and security of all sites that share this hosting environment.

  If you’re trying to use any code that is not allowed per this guide (https://wordpress.com/support/code/#html) , you would need to upgrade to a Creator or above plan, which would not have the restrictions to adding code to your site.
