  I want to install the Semplice theme on my account, which paid plan do I need is the personal plan will do?

  WordPress.com users are restricted to the themes offered here:
  https://wordpress.com/themes/
  None of the plans here will allow you to install a theme from another source.

  The themes you see available for purchase and download elsewhere are intended for sites hosted elsewhere and using the WordPress.org version of WordPress.
