Pricing Difference.

  Why is there pricing difference for wordpress business plans?
  While i am trying to purchase it from my account it should 300$ annually while if i try to purchase it from plain wordpress without logging in it shows around 600-700Rs for which annual amount comes around less than 100$.

  What if i purchase the business plan by making a new account . would i be then able to shift my blog to this new account?

  If you are located in India, we can switch your account to INR instead, which will let you pay the local price we have for that country.

  Yes please switch it to inr.

  Additionally i would like to apart from paying the amount in local currently is there any difference in terms of features available if having a USA account vs Indian Account?

  I have made that currency switch for you. There will be no difference in plan features. The only difference might be if something you are planning to do on your website is specifically outlawed in your country. But that would happen regardless of if you paid for a plan or not.
