  If I am hosting my wordpress application on-premises, do we need to join any of the below plans? I believe the plans below are for applications hosting on your servers only?

  Yes those prices are only for the wordpress;com platform, just as prices given on the site of Bluehost, Godaddy, … are only for sites hosted by Bluehost, Godaddy, …
