  If I purchase a theme, in particular, Chapters, which is 60 dollars, is the fee yearly?

  The blog I need help with is: (visible only to logged in users)

  No – Themes are a one time cost – most of the other upgrades are yearly except for the Guided Transfer which is also one time

  Which is stated pretty clearly on the Support page (which few apparently read):

  When you purchase a premium theme, it is available for the lifetime of that blog. If you would like to use the same theme across multiple blogs, you’ll have to purchase the theme for each blog.

  Note: Premium Themes are customized for WordPress.com usage only, and cannot be transferred to self-hosted WordPress.org sites.
