    I run four small (but different) hobby websites under my account.
    If I upgrade to a paid (not free) wordpress.com plan does it apply to all four websites, or do I need to upgrade on each website?. If it’s the former, it is affordable. If it’s the latter, then it becomes too expensive. Similarly, does going to the next Jetpack level cover all four, or is each Website treated separately?

    The plan applies to each site individually and not to the account as a whole. So for each site you would need to have a separate plan.

    You do not need to buy additional Jetpack for your WordPress.com sites. All WordPress.com sites already have the features of Jetpack in it.
    As you upgrade your plan to a higher level you will have additional features of Jetpack available with it.
    But if you are in WordPress.org sites, you would need to purchase Jetpack plans and that is also applied for individual sites and not the account as whole.
