  Where is the settings button that allows me to change the privacy setting? Cannot find it. Privacy option not under either settings icon i have.

  if you are the Admin of the blog in question http://en.support.wordpress.com/user-roles/#administrator 3 privacy options are found here http://en.support.wordpress.com/settings/privacy-settings/
