  Can I restrict viewers from specific countries cannot view my blog? Or even to where only US viewers can see it?

  A public blog is a public blog is a public blog. You cannot prevent anyone from reading a public blog and if your have such concerns I suggest you simply make your blog private and inbvite only those you feel safe with to contribute to it.
