Privacy Setting Change to Domain

I have a WordPress account that my domain framesphotography.net is registered through. I want to transfer the domain to a new hosting company. In order to do so, I need to turn of the privacy setting within my domain. However, when I login to my account, and try to do anything, I get this message
‘Warning: One or more transactions linked to this site were refunded due to a contested charge. This may have happened because of a chargeback by the credit card holder or a PayPal investigation. Each contested charge carries a fine. To resolve the issue and re-enable posting, please pay for the chargeback fine.’
Does this mean in order to make any changes I need to pay the balance which is showing for an annual domain registration, G Suite, privacy, and chargeback? Even though I can login to my wordpress account, with this chargeback fine, does that mean I may not even own my domain name still even though it doesn’t expire until 4/2017?

You canceled the domain by contesting the charge and the amount you paid for it has been refunded to your Paypal account on July 20th. That means you don’t own that domain anymore. The fine is for having access to your account again, not to recover the domain, since it’s not yours. If you would like to register it again, you need to wait for the domain to be released for registration again.
