Privacy vs. "Under Construction" Blogs

Suggestion for another option/choice as described on this page:
Privacy Settings — Support — WordPress.com:
http://en.support.wordpress.com/settings/privacy-settings/1. I got an email from WP.com that someone wanted access to another of my blogs that is “under construction.” That is the only reason It is on PRIVATE mode >> because it is not finished, meaning, I don’t want anyone (including google) to “see” it yet.
2. Yet there was no way provided in that WP email to contact the person who wanted access, so I could tell them, “Site under construction. Please check back later.”
3. So that person might assume I am ignoring them, or being rude, or that I don’t want them to have access ever (not true on all counts; simply don’t want “under construction” site accessed YET).
4. When a site is on private, a person gets gets this message:
https://yourblog.wordpress.com/ is marked private by its owner. If you were invited to view this site, please log in below. Read more about privacy settings.
SOLUTION REQUESTED:
Please provide another option/radio button under SETTINGS >> PRIVACY that says something like this:
The blog you are trying to reach is on private ONLY because it is currently under construction. Please do check back in the future for the “grand opening” when all visitors will be welcome! We apologize for the inconvenience.

You can create a page with that on it and temporarily set it as a static front page. http://en.support.wordpress.com/pages/front-page/

Thanks for the reply/link. I’ve created Home pages before. But how would doing that make the rest of the blog stay “private” until it’s ALL finished?
In other words, How would you keep private
–the unfinished footer area,
–the unfinished Menu Bar items & Pages,
–the unfinished Sidebar(s),
–the unfinished-everything-else EXCEPT that 1-&-only Home page? -
When I set up a new blog, I tell no-one in advance what the URL is. I set the privacy setting to option 2 (request search engines not to index). Then I proceed to create the blog and when I’m ready I change the privacy setting to option 1 (pubic blog).

OK, thanks. Possibly they saw my wp link via twitter (duh on me, lol) or maybe via a Q posted previously here in support forums. Either way, I’m keeping the blog private until it’s totally finished. Hopefully that person will check back…
Just had a “brilliant” idea while typing this, lol: Zap a tweet that site is under construction & to check back. Too funny… why didn’t I think of that before!
(Even when a wp blog is on private, it still posts to twitter unless you remember to tell it not to, which I forget to do sometimes.)

Ha! Yes, it does do that & has had me chasing down the tweets in my twitter app to delete them in a hurry, lol.
