  I would like to limit/decide who can view my blog. Is this possible?

  Yes it is. In fact, your blog is already marked private, because I can’t see it at all. So to get people to view that site, they’ll need to sign up for a wordpress.COM account, and you’ll need to invite them to view your blog, by following these steps here: http://en.support.wordpress.com/adding-users/#invite-people-to-view-your-private-blog
