I would like to make my entire blog private. I have read the instructions for the privacy settings, and if I am understanding this correctly, a person has to be a WordPress user in order to have access to my private blog. I can not invite someone (outside of WordPress) to my private blog, correct?
The blog I need help with is: (visible only to logged in users)

That is basically correct. You can tell someone to join WP.com though, and then invite them.

When I began the transition to a private blog I missed the part about being WordPress users. The first two users I added showed up immediately on the list but I have been unsuccessful in adding the others. I’m not sure i understand but I think I need to ask them (via email) to become a WP user. Does that mean going to WP.com and signing up via some simple form?
After they do that should I have them email me back to verify that they have joined? And then I can add them to the list? This is more complicated than I thought. Thank you for taking the time to help me out. I have had a public WP blog for a couple of years and this privacy thing is the lesser of evils, I don’t want to close it up but I can’t have just anyone reading it at the present time. -
If I remember correctly you add WordPress.com users to your blog you Invite non-WordPress.com people to join your blog – the non-WordPress.com people must sign up for a WordPress.com ACCOUNT – but they DON’T need to have a blog here – sometimes people will miss the little check box and end up with a blog – no damage done in that case they can just leave the blog sit or set it to private so not even the hello world Post shows.
