Private Blog – How to share to selected few for Editing / Viewing

I am looking to use WordPress.com for a work project blog in the following way (I don’t know WordPress too well)
I am the project manager and have full rights over the blog. 3 employees at my company, and 2 employees at the clients company will be able to update the blog in full. Edit existing posts and add comments to posts.
5 further employees will be able to comment, but not alter any original posts.
52 further employees will be able to read, but not be able to post / change anything.
Can this be done?

If I go to Users/Invite User, this sends them an invite to join WordPress, and not my blog. This suggests they sign-up and create their own blog. I don’t want/need users to create their own blog, just have access to mine.
Any clues?

Hi. To create an account does not necessarily mean creating a blog.
From the signup page, new users can select an option called “Just a username, please”.
And once people create an account, you have to manually add their username to let them view your blog:
http://en.support.wordpress.com/settings/privacy-settings/This being said, you can only add up to 35 users for free. After that, there is an upgrade for unlimited users.
