  I would like to create a blog that would only be seen by a certain number of people. I don’t want it to go public. Is it possible to send this blog link to those specific people without having them to sign up to wordpress or other.

  You can make your blog private via Settings -> Privacy in your blog’s Dashboard.

  The intended viewers will need to have WordPress.com accounts and have their username added to the list there. This is the only way that we can keep track of who is and is not allowed to view your blog.
