Private blog/site I would like to contact owner or get someone to help

Hi,
I would like to create another WordPress site but I would like a domain name that is taken by a private site. I was wondering if its inactive I have tried to contact the owner. Would this be something anyone could help me with ? Would be greatly appreciated :)

WordPress.COM is the top level domain and all sites hosted by wordpress.COM are on .wordpress.com subdomain URLs like http://justjemmasmith.wordpress.com/

You cannot register either a username or a site URL that has already been registered.
There is no expiration date on any on .wordpress.com blog URLs unused, reserved or otherwise. Unless you can reach the owner of the site and have them transfer it to you, you have reached a dead end. Note that in these cases the blog’s owner rarely responds to comments or to contact information. Also note that Staff will not breach the privacy policy and provide you with an email address for the owner of any site.
