Private community forum: bbPress, BuddyPress, something else?

  I’m developing a city website and want to have a private community forum for residents and businesses. They should be able to start their own topics, have private groups, search for and message residents and businesses that are members, get email notifications, etc. Any suggestions regarding using bbPress, BuddyPress, both integrated, or another plugin?
