Private only plugin – How to install?

I have followed all the directions regarding ‘Private only’ to ensure that my blog remains completely private, but when I arrived at the step to ‘Activate Private Only via Plugin page’, I could not find the plugin panel which is meant to be on the WordPress Dashboard. Did I miss something here?
The blog I need help with is: (visible only to logged in users)

To make your blog private, please follow the instructions listed here:

http://en.support.wordpress.com/pages/page-visibility/Regarding plugins, you can’t install plugins here at WordPress.com. You can only install plugins if you have a self-hosted WordPress.org site. Please read this to learn more about the difference between WordPress.com and WordPress.org:

Hi,
Thank you for your help. So, if I’ve understood correctly, only if I have a self-hosted wordPress.org site will the “plugin” button show up on my dashboard. It seems bizarre that they fail to mention that in the explanation shown on this link: https://wordpress.org/plugins/private-only/ I’ll just have to configure the settings post by post which is a real hassle.

If you want to make your entire blog private, you can follow the instructions listed here:
http://en.support.wordpress.com/settings/privacy-settings/The link you mentioned is a WordPress.org link so anything from there is for a self-hosted WordPress.org site.
It also says there:
Requires WordPress 3.0 and PHP5
Any numbered (versioned) WordPress is a self-hosted WordPress.org site. There are no numbers here at WordPress.com.

The privacy functionality is built in to WordPress.com blogs; you will find it on the Settings->Reading page of the dashboard.
