Private User Confusion

We have created a WordPress blog as a website for our school district. However, the site may contain information we do not want accessed by the general public. We want this site to be accessed by only the teachers and staff of our district.
One point of confusion before I continue with my questions. The term “user” is used interchangeably through out the WordPress support and help pages. In one sense the term “user” means a reader of the blog. In another sense the term “user” means someone who can either contribute, administrate, author, or edit the blog.
Currently, we want teachers and staff to “use” the blog as readers and comment givers, NOT as contributors, administrators, authors, and/or editors.
To be clear, if we want more than 35 teachers and staff to have access to our private site as defined above, we will need to purchase the Unlimited Private User upgrade.
I ask this because I am unsure if 35 private users means 35 private contributors, administrators, authors, and/or editors, or if 35 users means 35 people who can visit our private site as viewers and comment givers.
Now my other questions. Am I correct in my thinking that:
1. Each teacher and staff person will need to create a WordPress account to view the private site.
2. When the teachers and staff sign up, I will have to invite each person individually to the WordPress site (a staggering number of people). Or I have to invite each teacher and staff person individually by sending an email with a link to sign up for a WordPress account.Thank you for your help.

Yes, you would need an unlimited private users upgrade. In this case, it’s a limit on private readers.
1. Yes, that is correct. They’ll need to be WordPress.com users before being added to the approved list.
2. No need to invite them to the blog directly. Once they have a WordPress.com account, you can just add their username to the list at Settings -> Privacy in your Dashboard.

Truthfully, it would be a lot easier to invite teachers and staff to the blog, rather than add them to the blog via the method you describe in point 2. The number of people that would use this is approximately 700. To enter 700 usernames to the list would be daunting to say the least. Is there a way to send a mass email to these folks through our district portal email system with a link to: 1) sign up for a WordPress account, and 2) a link to access the site?
I think of Google Docs. If I share a document with another person, who doesn’t have a G-mail account the message that is sent not only gives them a link to the Google Doc, but gives them information on how to sign up for G-mail. So I would like a solution similar to that. One email that has the link to the site, and directions on how to sign up for a WordPress account.
I hope I’m making sense.

Oh dear, that’s a bit much. I’m afraid we don’t have any bulk options for that.
You could either add them individually via the list at Settings -> Privacy, or invite them individually via Users -> Invites.

Is a bulk invite feature something WP will be working on? Is it something that can be programed quickly? Surely, there is some open source coding that is out there. :)
