I need to buy wordpress Pro Plan. I have no need for the Business as it is too big for our business, but the personal plan is too limited. Is there a way to access that plan still?

Pro plan is from an old set of our plans and it is not available anymore, unfortunately. Business plan is very similar and it is not only for businesses, despite the name. If you want to use plugins or third-party theme it may be a good fit.
Please let me know what your goals are and we will check if there is something we can suggest on the Premium plan.

Unfortunately the business plan is too expensive for us at the moment, that is why we were looking for the Pro Plan. We need to add a theme and plugins which we can’t do with just the premium.
Is there any other solution?

The Business Plan (or higher) is the only option we have currently for uploading plugins and themes. However you do have the option to self-host if cost is an issue. To do that you would use a “traditional web host” and install the free open-source version of the WordPress software on your server there.
The self-hosted version of WordPress is completely unlocked so you can upload plugins and themes without issue.
However, it’s worth noting that the self-hosted version of WordPress is more advanced and completely DIY, and is usually the choice of web designers and developers, as well as advanced users. Because it’s not on a managed hosting platform like we offer here, you would need to manage server optimization, security and brute force login protection, software updates, and backups manually. Also these kinds of hosts do not provide in-house WordPress support such as you have here. So it is more affordable up front, but may have hidden costs depending on your technical abilities.
