Before 1 year I deleted my site ‘tsvetastoyanova.wordpress.com’ , now I want to create another one with the same name, but it’s impossible. Can you tell me why?“tsvetastoyanova.wordpress.com is no longer available.
The authors have deleted this site.”

Oh no! I am sorry but you ignored multple warnings that deleting a blog URL is permanent and irreversible so no registering it again is not possible.
Blog deletion is not easily accomplished. To prevent accidental or inadvertent deletion of blogs, there are multiple warnings given that blog deletion is permanent and irreversible. Lastly, a verification link is sent in an email and must be clicked to delete a blog. If clicking that link does not work then copy and paste it into your upper browser window and click. If you click the URL is gone forever.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
