I’m importing export XML from self-hosted WordPress into WordPress.com account. Import is stuck at continuously rotating progress circle.

Thanks for clarifying. Looks like the import failed due to some invalid characters in the XML import from your self-hosted site. Here’s the output of the program I ran to check the file:

These invalid characters can and should be removed before trying to upload the file again.
In addition, the upload file appears to have been 64MB. Often breaking the import file down into smaller files will improve success. In fact, the WP-Admin importer that I’d recommend trying next does have a 15MB per file limit. You’ll find the WP-Admin importer here:

Please remove the invalid characters and if possible split the files up into smaller chunks before uploading again otherwise the importer is likely to fail again. I’d also recommend using the WP-Admin to import the file.

In addition, can you remove any unmoderated and spam comments, then export the content once more? This will both make the export file smaller and may also get rid of the invalid characters.
