Problem in upgrading plan

I was trying to create a website for my company. I wanted $99 plan so I initiated payment from my credit card and i got error ‘GoogleApp not available in your city’ but 1$ got deducted for each transaction, i tried making payment thrice and every-time i got same error and total $3 got deducted.
So my question is, will i be able to create a website for my company (pincode 274001, India)? And why I have been charged $3?The blog I need help with is: (visible only to logged in users)

The $1 charge is likely for verification purpose that gets credited back to your card in a few days. In case if doesn’t, you should talk to your bank regarding this.
Regarding your failure to purchase the Premium plan, I am not sure what the issue, so I have tagged this for Staff’s attention.
