Problem upload a pdf file to media

The file is just not uploading. There is no error message just the loading bar that does not complete. Thanks.

First thing that comes to mind is do you have enough storage available left in your site to allow more content to be added.At the add media page,
https://wordpress.com/media/YOURBLOGNAME.wordpress.com/ look at the top right corner and see if you have space left to add media.
It will look like this: https://cl.ly/3x412q1k1Q11
If the percentage is at or very close to 100%, you will be unable to add media.
The single biggest user of space in most pages is images. If that is the case, you might want to, optimize your images so they take up less space. That is discussed in:
https://en.support.wordpress.com/media/image-optimization/If your file is still open in an editor or another utility in your computer that too might prevent the file from being uploaded.
