Problem with Add New Post – Missing editing Buttons

  I have WP 2.7.1 installed on two different laptop.
  On my old laptop, when I try to add a new post, the pages comes up and there are two lines of formatting button available to write the post, the lower line includes the buttons “Format”, “Underline”, “Select text color”, “Paste as plain text”, “Paste from Word” and so on …..

  On my new laptop, I have just installed the same 2.7.1 version and when I try to add a new post, only one line of formatting buttons is shown to write the post, so I am missing the second line with some useful buttons ?
  Any explanation for that ? Anybody else out there with the same problem ? Is there anything I need to change in the setting to have the full sent of buttons ?
