Problem with function of updown arrows. Don't work. Refresh page instead?

    Whenever there is a drop down menu in my configuration of pages, categories, anywhere where it gives me an option to put widgets for example, in order, or pages in order by numbering, and I click on the arrows, the whole page refreshes and I can never have control of those features. I have just now tried to install an image widget and there appears to be a new feature which has taken away the ability to click and drag the widget into place. I must use the updown arrow to put it in the order I want, but because of this annoying glitch that causes my pages to refresh instead without any change or ability to make the change, I cannot place the image where I want it. Frustrating! Can you help?

    Does this happen if you use Firefox or Chrome instead of Safari?
