problem with my on line store

  I have a website with a store. The store is WordPress. I am trying to do a line of local pick only products. When people go to check out it offers a shipping address along with the local pick up. It is also not adding sales tax. My website has a web designer but he is not getting it done and I have been trying to add this products for 3 weeks and unable to complete them. My store is very unprofessional looking and my web designer claims its because you dont offer anything I need. Is there someone that can help me fix my settings so when its local pick up it doesn’t offer a ship to address and it adds the sales tax
