Problem with the dashboard stylesheet

Hello! Could you be so kind to help me with the VERY annoying issue. Sometimes, when I log in to the dashboard of my blog it looks as if there is no CSS loaded, it looks as a plain text with the hyperlinks. Like this:

With the dashboard it happens only in one half of cases, but it is happening every time I’m creating a “new post”. I have to save drafts several times and after this wordpress MAY turn into the correct look of the administrator’s backend. I have to note that in the very beginning, when I have just created the blog it was working pretty well — there were no problems of this kind.
The same story happens via FireFox and IE on several different computers I use. I have tried to clear browsing caches, but nothing changes. I see that there are a lot of reports on such problems on your forms, but no exact solution. Could you, please, help, because this makes WP hard to use.

I don’t see any problems on this end.
Can you please try clearing your browser’s cookies and cache?

As I wrote, I tried this (and frankly, I have to do this every time I’m going to post something). I cannot say that this “helps”. Sometimes (not always!) it does, but only for 2-5 reloads of the some dashboard pages. 10 minutes after clearing the cache (even with cookies) it starts to behave weird (as if there is no css) again. Do you have any ideas, what can it be?
May I ask one more question, if you please: I see that in IE, when I’m logged in, all of my posts are shown in red color. Is this normal? No such behavior under other browsers. Even in IE, if I log out, the text turns back black.

Oh. Then may me these problems are interconnected somehow? I’m using IE 8. Here is a screenshot, when I’m logged in. You may see that blog looks different, when you are not.

But please note that this is a secondary problem. The thing with css in dashboard is really important, while I can survive red text :)

I’d like to rule-out a browser-specific issue.
Can you please try a different browser, like Chrome?

I’m using FireFox as another browser. Is it ok, or you would like exactly Chrome? Under FF the text is not red. So, this is really an IE-specific thing. But the primary problem (css in the dashboard) looks marginally the same under FF and IE.

Can you please try resetting your router and modem, and clear your browser’s cache, then check the Dashboard again?

Made. No changes, the same problem. I can add one note: when the page would be opened with this css failure IT TOOKS REALLY A WHILE. If there will be no css problem then page will open fast. So, it seems to me that browser wastes time to look for the wrong css URL may be? You may see – it is doing something. What can it do? May be looking for css or so?

Russia, but I’m not sure that this is the case, because 1) I’m browsing a lot 2) this problem is not constant – in 25% of cases it loads css. What may differ for these cases?..

Yeah, I don’t think Russia has blocked us.
Can you try from any other computers, preferably on a different connection?

Yes and I do not see this problem there, but please note that in the beginning WP was working fine even on my primary workstations.

Are you running any firewall or third-party security software?
If so, would you mind checking with those disabled?

Well, yes and no :) May be on another computer the problem will show itself later (as it did on the current one). I wonder – there are lots of discussions of such dashboard stylesheet problem, but, as I wrote – no solution.

Nope. Only standard windows firewall. Tried when disabled – no changes.

Are you behind a hardware firewall that is out of your control, like a company, university, shop, etc?

In most cases I’m accessing WP from home and it is behind NAT. When you asked me to try from another connection – I used PC, which is in the company behind firewall. But please note that PROBLEMS ARE NOT CONSTANT – sometimes (relatively rare) WP finds dashboard css successfully.
