Problem with Two Step Authentication

Hello. My blog is k84u.com (former k84u.wordpress.com). I wanted to activate Two Step Authentication, but I have a problem.
when I try to choose my account ((email visible only to moderators and staff)), the window appears telling “your domain administrator has not enabled this feature for your account. Please contact your administrator for more information”
Can you help me??? please. -

Ok, that is two-factor authentication for Google Apps. We have no control over that, so you’ll need to contact Google for help.

will I be charged for that???plus, I cannot contact google customer care operator, because when I call them, they ask for some kind of PIN, which is nowhere to be seen.
