Problems IN Uploading Images in Blog

  I am getting These error while uploading the images.
  The version is 2.0
  Unable to create directory /var/www/vhosts/DOWNTOWNHOTELS.ORG/httpdocs/blog/wp-content/uploads/2009/02. Is its parent directory writable by the server?

  SO Can any body let me know how to solve this problem.
