Problems with new self-hosted WordPress site

I’m actually having a couple of problems. First, no matter what I do, I can’t disable comments on the static Welcome page. I’ve tried changing it from the thing at the top, and from settings >discussions, and I can’t get rid of the comments on the first page. I also am unable to get rid of the Home page, which doesn’t even show up in the menus.
Are these problems because I’m using a free theme?
