Problems with Username and the Name at the Top of the Blog

  Hi, I am new to WordPress.
  My first question is that is the name at the top of the blog and username the same? If I change the username, will the name that shows at the top of the blog be affected?
  Secondly, I want the name at the top of the blog with capital letters and symbols. So I tried to change the username from figandmagpie to Fig & Magpie but it was said that only small letters and numbers are allowed. How do I change the name that appears at the top of my blog from figandmagpie to Fig & Magpie (i.e with capital letters and symbols?

  Dashboard >> Settings >> General >> Site Title.
