  Hello @mwelch1990,
  First of all Welcome to WordPress.COM!

  WordPress.COM uses Gravatar to power your profile picture.

  So, go to your Profile Settings: https://wordpress.com/me and then click on the Avatar on the top left to add a profile picture.

  This will take you to gravatar. Click Sign in with WordPress.com to log in to Gravatar with your WordPress.com account and then, click Upload New to add a profile picture.

  NOTE:

  It may take a few hours to show your profile picture because of WordPress.COM’s cache. You may clear your browser’s cache to immediately see the change.

  Also, email address of your WordPress.COM account must be confirmed before doing this.
