I’ve updated my browser, cleared my cookies, temporarily suspended all my browser extensions, and optimized its size (to 1.91KiB, width: 101px, height: 92px, type: jpg), and I still get ‘Hmm, your new profile photo was not saved. Please try uploading again.’ I have no profile picture. Please help.

That sounds frustrating! Technology is supposed to work for us! Anyway, could you tell us what browser you’re using? Have you tried logging in with a different browser and attempting the upload process? Or, you could also try opening an incognito/private window, logging in, and re-attempting the profile photo upload.
Would you please give these a shot and let us know the outcome?

I am using Chrome, so I just used Safari to try to upload, and received the same message.
I then opened an incognito window and logged in, and received the same message. -

No, a plugin isn’t necessary. How about we take a step back?
First, let me confirm: is it your WordPress profile picture you are trying to change? Not an image inside your website?
If the first, is this the page you are trying to change your profile picture from?
If so and it’s not working, there’s something else to check: do you have a Gravatarprofile? If so, your profile picture may be pulling from their service. There is a toggle in your profile to “hide my Gravatar profile”; this may be helpful. If you have a Gravatar profile, you could also try changing it there.
