Promotion thing

  How do I get the sidebar (I think it is called tat) that is for PROMOTION of your blog. It was there for one blog, I used it and I can not find it for my next blog. It was just there and now it has gone.

  The blog I need help with is: (visible only to logged in users)

  Thanks, I will have a look. The Promo thing is something called headliner, what is it? Is it spam?
