  I am trying to upload a prophoto design, but can’t find the install theme tab. What am I doing wrong?

  You cannot import a theme. We do not have FTP access to free hosted WordPress.com blogs and we not able to upload any third party themes.

  The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/

  There is no upgrade you can purchase that changes anything at all stated clearly here > http://support.wordpress.com/com-vs-org/

  If you want to use any third party theme or build your own theme then don’t waste any time here at all. Purchase web hosting http://wordpress.org/hosting/ and set up your own WordPress.org install. http://wordpress.org/ Then move your .wordpress.com blog content into it http://en.support.wordpress.com/moving-a-blog/
