Providing access to our developer to our WordPress site being hosted at WordPress

We need to (1) provide the WordPress software to our developer (2) provide access to the software and update our existing site, (3) provide him with all access and password numbers so he can rebuild (update) the site. WHAT IS THE PROCEDURE TO DO THIS, PLEASE?

The URL is:Actually, I believe it is being hosted at Bluehost, but can’t be sure.

That’s correct, your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted with Bluehost.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
WordPress.org has complete documentation for self-hosted/installed versions of WordPress.org at https://wordpress.org/support/ and support at https://wordpress.org/support/forums/
With that said, you can add users to your site from the Users > Add New in your site’s Dashboard.
