Providing access to specific site admin dashboard

I feel as if this should be a simple task.
My agency has a WP admin account with multiple sites housed. A client is asking for permission to access their sites WP Admin dashboard. How do I provide this without giving them the agency login details or access to the other sites admin dashboard?
A lot of sources are telling me to go to the clients site, select create a new user, set the user to “Administrator”. Then provide them with the link “www.sitetitle.com/wp-admin”. However, when I try this on my own, it asks me to login to wordpress. I attempt to login using the user name and password I just setup, and it doesn’t recognize anything.
Can someone explain thoroughly how to achieve this simple, simple task?
