  While my blog is under construction, are others able to view it by simply looking it up? If yes, is there a way to make it only accessible for me to view until it is ready to be published?

  Yes. To change blog visibility to Private go to > Settings > Reading scroll to Blog Visibility and choose option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings
