  am exploring hosting a public consultation process on wordpress and would love advice/direction for where to read up

  Public consultation processes maybe more suited to a forum or a wiki. Though we cannot embed a forum on wiki on our WordPress.com blogs we can register them on the internet, create a custom menu on our blog and include a custom link to the forum or wiki in it.

  I see “plugins” in the tags. Well, there is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.
