Public pages on private blog

I’d like to set up a private blog with multiple users to develop pages as articles about computer storage for the Computer History Museum. Then as pages get agreed upon by the users make them public. So can a private blog have pages made public, starting with the static home page?
The alternative would be to have a public blog but start each new page as private and then switch to public as they get approved. Any problems with this?

What you describe sounds more like a wiki to me than a multi-author blog. That being said here are relevant links:

YIKES! I overlooked something. We need a link to the blog in question. What I posted above applies to free hosted WordPress.com blogs. If your are asking about a WordPress.org install then you are posting to the wrong support forum. In that case you need to post to http://wordpress.ORG.support/ as the two run on different software.

Actually I am looking to replace a WetPaint Wiki and WordPress.com was recommended even though it is a “Blog.” The problem we are trying to solve is the public nature of WetPaint. Many of authors do not want to have their articles visible until they are “approved” by the SIG. Some do not even want other SIG members to edit the article at all.
I’ve read the posts on using a blog as a Wiki and much of the material on pages, posts, and privacy and think WordPress.com would work but I thought I would ask a few questions before I actually start building anything

I read all the support documentation and more but it doesn’t appear to explicitly answer my question which is, is a page tagged as Public in site with Site Visibility set to private visible? That is does the page setting override the general setting?

No it is not. If the blog itself is set to “private” then the posts and pages in that blog are not visible, except to the official users of the private blog.
